You can take exams for the EASA part 66 /JAR66 whenever you feel ready for it.
It is not easy, this is why I have built an exam preparation site.
You must apply for the licence and prove sufficient work experience in a work experience log book within five years!
On my system you study at home through the internet (a complete course for 350 Euro - 400 Euro for B1.1 & B2 ).
